Structural Issue Identified

Climate policy frameworks and targets are increasingly well defined at governmental and international levels, yet everyday public understanding of how these policies relate to daily life remains uneven. This creates an implementation gap between policy communication and lived experience.

What problem this work relates to

Climate transition frameworks across Europe recognise that behavioural change and public participation depend not only on regulation, but on whether policies are clearly understood and trusted by citizens. Where communication is unclear, participation and trust can weaken even when the policy goals themselves are broadly supported.

Structural Adjustment & Implementation

Organised and facilitated an independently run pilot discussion session titled “Climate Policy in Practice: Mapping Trust, Clarity, & Public Understanding.”

The session tested a structured, low-resource discussion format designed to explore how climate policy communication is experienced in everyday life within a Scottish context.

Participants were invited to reflect on where climate policy becomes visible in daily routines, what aspects of communication feel clear or confusing, and what factors influence trust, fairness, and participation.

The exercise was designed as a practice-based learning session rather than consultation or advocacy, with the aim of observing how policy messaging interacts with lived experience and identifying areas where communication or participation pathways may encounter barriers

Observable Effect

Participant reflections highlighted recurring themes around clarity of communication, perceived fairness of policy delivery, and practical barriers to participation such as time, complexity, cost, and confidence.

These observations will inform further testing of the discussion format and contribute to ongoing practice exploring climate communication and participation approaches.
